What you need to get started

  1. 01 APR registration: setting up a sole trader or company with the appropriate activity code, most commonly 47.91 retail sale via mail order houses or via the internet.
  2. 02 E-fiscalization: introducing an electronic fiscal device (an ESIR plus a fiscal receipt processor, L-PFR or V-PFR) with a security element and issuing a fiscal receipt for every sale to final consumers, including distance sales with delivery of goods.
  3. 03 VAT and registration: registering in the VAT system (mandatory once turnover exceeds RSD 8,000,000 in the previous 12 months, and possible voluntarily), with registration on the Electronic Invoicing System (SEF) for transactions with the public sector and other businesses.
  4. 04 Collection and premises: opening a business bank account, arranging online payment with a bank or payment processor (cards, PayPal, Stripe) and, if goods are held in stock, registering warehouse space and goods records.
  5. 05 Consumer protection: clearly displaying terms of sale, prices, delivery costs and the right of withdrawal within 14 days, with an orderly procedure for complaints and returns in line with the Consumer Protection Act.
